if the beam he installed under the floor joist is sized to hold up the weight then a flush header or beam would be the same. I never have heard of a code issue in doing a properly sized flush beam. If you have plumbing running thru the joist or wiring that cannot be located then that would be different.

If you are ever working with LVL beams check the codes. I drilled 2 : 7/8" holes through a 3" X 10" LVL ridge beam in the incorrect area and the inspector failed the job. The holes were supposed to be drilled in the center 1/3 area of the 10" beam and I drilled them in the outer 1/3 area of the 10" beam.

I’d also have a bump at bottom of beam to finesse around because of dimensional differences between the 2X10 and the LVL.
